Climate Resilience in the Maritime Sector
Climate Resilience in the Maritime Sector
A REGIONAL ESG COMMUNICATIONS INITIATIVE
by Altus Regional & Altus Climate Action Now
Caribbean ports occupy a critical position within national economies and regional supply chains. They support trade, tourism, energy security, food imports, disaster response, and economic development. Yet they operate within one of the world’s most climate-vulnerable regions, facing increasing risks associated with hurricanes, sea level rise, coastal erosion, flooding, extreme heat events, and disruptions to critical infrastructure.
Context & Institutional Readiness
While significant attention has been devoted to infrastructure resilience, comparatively less attention has been given to implementation capacity, institutional readiness, governance arrangements, workforce preparedness, and the organizational capabilities required to translate climate commitments into practical action. As a result, many institutions face challenges not only in identifying climate risks but also in designing, financing, implementing, monitoring, and sustaining resilience initiatives.
The Climate Resilience in Caribbean Ports and Maritime Institutions Initiative seeks to address this challenge by examining the governance, operational, workforce, and implementation factors that influence climate resilience across Caribbean port organizations.
STRATEGIC TRANSITION
From Climate Commitments to Climate Action
Policy Intent
Ports and maritime institutions throughout the Caribbean are increasingly adopting climate ambitions, sustainability objectives, resilience commitments, and decarbonization targets. However, implementation often remains one of the greatest barriers to progress.
Beyond Infrastructure
The initiative is grounded in the recognition that resilience is not solely a technical or engineering issue. Successful adaptation requires effective leadership, governance frameworks, stakeholder engagement, workforce capability, financing arrangements, and operational systems.
Implementation Capacity
The initiative seeks to explore how Caribbean maritime organizations can strengthen their implementation capacity and institutional readiness to support long-term resilience objectives.
Research and Stakeholder Engagement
As part of the initiative, Altus Regional has undertaken stakeholder engagement and information-gathering activities involving maritime professionals, port organizations, regulators, policymakers, and other sector stakeholders.
Survey instruments and consultation activities have been designed to identify:
- Perceived climate risks and vulnerabilities.
- Institutional and governance challenges.
- Workforce and competency needs.
- Implementation barriers.
- Financing constraints.
- Data and monitoring requirements.
- Opportunities for collaboration and knowledge sharing.
Opportunities for Partnership and Collaboration
The development of climate-resilient port systems requires coordinated action among governments, regulators, port operators, development partners, insurers, researchers, and maritime stakeholders.

INSTITUTIONAL CONTEXT
Why This Initiative Matters
The Caribbean maritime sector represents a critical backbone of regional trade, blue economy growth, and climate resilience. However, robust empirical evidence regarding gender representation, leadership access, and institutional readiness has historically remained fragmented.
Conducted by Altus Regional Consulting Solutions (Caribbean) Ltd, this annual mapping establishes an authoritative, regional benchmark. By examining organizational structures across port authorities, maritime administrations, and logistics entities, this platform bridges high-level international policy commitments with actionable operational realities.
