Across the Caribbean, critical infrastructure and natural systems are under increasing strain from a combination of ageing assets, climate exposure, and evolving regulatory demands. Many ports, coastal facilities, drainage systems, and public assets were designed for historical operating conditions and are now required to perform under significantly higher environmental and operational stress.

Climate change has intensified exposure to coastal erosion, storm surge, flooding, and extreme weather events, accelerating deterioration and increasing the likelihood of system failure. At the same time, limited maintenance cycles, constrained capital investment, and fragmented asset records have made it difficult for institutions to accurately assess condition, risk, and remaining service life.

Environmental systems face similar pressures. Coastal and marine ecosystems are increasingly impacted by development, pollution, and climate variability, while land‑based systems such as watersheds and agricultural areas are exposed to changing rainfall patterns, soil degradation, and resource stress.

In this context, decision‑makers are often required to act with incomplete or outdated technical information, increasing regulatory, financial, and operational risk. Independent, structured technical assessment is therefore essential to understanding current conditions, prioritising interventions, and supporting resilient, evidence‑based planning.
